About Kelly Hoggan

Kelly Hoggan is the Founder and Principle of H4 Solutions and is based in Washington D.C. With a career spanning nearly three decades in aviation security, operations, and technology, Kelly has been able to utilize that leadership experience to advise clients in the transportation section focusing on aviation security and aviation operations.

As a child, Kelly Hoggan found himself drawn to aviation. Not so much the act of flying itself but as it pertains to both the logistics and security systems of aviation. With parents that were Federal government employees, Kelly was able to see a path that would lead to a successful career.

Kelly earned a B.S. in Business Administration from Strayer University in 1994 and is a Six Sigma Master Black Belt.  He also has several certificates from the Federal Executive Institute, Federal Senior Executive Service, UVA’s Darden School of Business, and USC’s Center for Organizational Effectiveness.

From 1987 through 2000, Kelly worked in various roles at United Airlines starting as a ramp serviceman and ending his tenure with United as a Manager of Customer Service Operations. From there, Kelly transitioned into the role of Director Customer Service with Air Canada at Toronto Airport and departed after stints as the Master Blackbelt for Airport Operations and the Air Canada’s General Manager of Toronto’s Pearson Airport.

Prior to founding H4 Solutions, Kelly Hoggan began his time with the TSA and ended 11+ years later as the Assistant Administrator for Screening Operations at TSA. Before being appointed Assistant Administrator for Screening Operations, Kelly led the TSA’s Office of Global Strategies where he worked for a more secure global transportation network by engaging foreign partners, such as governments, associations, and airports, and even served as the Senior US Aviation Security Expert at ICAO. Being the chief management official responsible for TSA’s security operations, Kelly managed all security programs related to over 450 airports across the nation and served as TSA’s chief technical expert on airport operations, programs, activities, and screening technologies.

In June of 2016, Kelly founded H4Solutions, a small consulting business that provides comprehensive security, business, and government solutions. The company advocates for solutions for rapidly changing security and operational environments and strategic advisory services for manufacturers, airlines, airports, and governments on a global scale.

In his personal life, Kelly and his wife of 25 years enjoy spending time with their two children by traveling with them, going out for a family dinner and a movie, or attending a local sporting event.
